What is the difference in the non-NPC names colors. I have seen some with a lighter blue, and some with a darker blue.

Also, what is with the titles? I know what the Defender of Ascalon, but lately I have been seeing some others like Friend of Kurzich. How do you get these titles in pre-searing Ascalon? And what does the number after it mean?

Light-blue is people without parties, dark-blue are those with parties.

Titles are something to show. Friend of the Kurzick/Luxon/s is an account-wide title, meaning that any character on the account can display it. The number in brackets: (2), is the rank at which the title is, showing how far the person has come along the title's track. For example, the survivor track:
Rank 1: Survivor (1)
Rank 2: Indomitable Survivor (2)
Rank 3: Legendary Survivor (3)

A different shade of color in the name of anything can indicate its farther or closer to you. A darker blue name color means that player is closer to you than one whose name is light blue. This can be toggled on or off in Options if you want.

Edit: Tatile is right, a dark blue name in an outpost also means that that person is in a party.

Only a few titles are achievable in pre-Searing. Friend of the Kurzicks is part of a title track that you get progress towards in GW: Factions. You see it in pre-Searing because its an account-wide title, so you can display it on any character you make. Most of the PvP-related titles are account-wide. The number after it is the player's rank in that title track.. using Friend of the Kurzicks as an example, there's up to 12 ranks you can get.

Lighter blue and darker blue supposedly show you whether that player is in a party or not. I think it's light bllue for not in a party, and darker blue for in a party (or maybe it's the other way around - I can't remember).

As for titles that you're seeing, some titles are not character based but account based. These account based titles can be displayed on any character on your account once they're earned, no matter how far they've got in the world. The "Friend of the Kurzicks" title you mention is one of these account based titles.

The number after a title shows the rank of the title that the player has achieved. For example, Legendary Defender of Ascalon is accompanied by the number 1. This is because there is only one rank of this title. Another title might show up as "Mad Skillz (4)" - this shows that the player has reached rank 4 of the Skillz title track.
